Injuries come first
The first question is whether anyone is injured. If so, the service shows a button to call 112 before anything else.
We built a WhatsApp service and a small web client that let two drivers report a minor collision together, sign it with Smart-ID or eParaksts and register it with LTAB from the roadside.

Key gains
The problem
After a minor collision in Latvia, drivers can settle it without the police by filling in an agreed accident statement. Traditionally that meant a carbon-copy paper form, handwriting on the car bonnet and a trip to deliver it.
LTAB wanted a digital version that anyone could use at the roadside. A dedicated app was the obvious idea, but it adds a hurdle at the worst moment: a driver standing next to a dented car is not going to search an app store, install something and create an account.
What we built
The driver sends one message to LTAB's WhatsApp number. The service checks for injuries first and offers a button to call 112. Then each driver chooses whether to start a report or join one, and confirms their identity with Smart-ID or eParaksts.
WhatsApp handles the conversation with buttons and lists. Anything that needs a bigger screen, like photos, vehicle details or the review, opens as a light web page from the chat. When both drivers have signed, the statement is registered with LTAB and each driver gets a link to the signed document in the same chat.

Drivers confirm their identity with Smart-ID or eParaksts, tools many people in Latvia already use.
Both drivers sign one PDF with a qualified e-signature, which has the same legal effect as a handwritten one under EU eIDAS rules.
Plates, insurers and drivers are looked up in the LTAB register, so typos are caught on the spot rather than weeks later.
Up to four photos and a video are attached to the case. A voice note can replace typing and is transcribed into the statement.
LTAB staff can follow statements, search chat history and edit every bot message in Latvian and English without a developer.

The result
The service runs around the clock. Drivers use WhatsApp and their existing eID, and the statement reaches LTAB's system with the photos attached.
LTAB staff edit every bot message in Latvian and English themselves. Because drivers use a web page, not an installed app, changes reach everyone at once, with no app store review.
